I don't think I am using diagnostic mode. I am only trying to edit a config 
file offline. I load OTWINCFG.EXE which I just downloaded a fresh copy from 
Argentdata.com (for the T1+). This shows 12 com ports on startup (I don't know 
how to get a version number).  I select the "offline" mode: no usb to serial 
adapter plugged into my Dell 1100; on my desktop--no device plugged into com1 
(a real DB9 serial port).
 
After making a few changes to parameters to a pre-stored .cfg file, I start to 
save the new version, but before I can select the filename from the menu, 
OTWINCFG exits and the changes are lost, but the file which was loaded to start 
the edit is not lost or damaged.

Behavior is similar on both the laptop and desktop systems.
