The short (and possibly only) answer is no. USB peripherals can only communicate with a USB host controller. You could open up the GPS receiver and see if there was RS-232 data coming from the GPS engine ahead of the USB interface. GPS receivers are so cheap, I'm not sure I would rip one apart just to find out. However doing a search for "UT-41 GPS hacking RS-232" (without the quotes) yielded a few sites that hinted that it could be done. Unless I knew for sure, I would just keep it as a working USB GPS receiver and get one with an RS-232 interface.
