Greetings Murray, As far as I know, that's normal, expected behavior. I have T2-135s in 2 Alinco DR-135s and they both do the same thing. I have an original Alinco EJ-41U in a third radio and it is the same. It kind of defeats Bob's (WB4APR) idea of using tone for voice alert, but at the same time, you don't have to fiddle with any knobs when you turn Data on.
It's been so long since I've had a radio without a TNC inside that I don't even know what it does with data mode in that case.
