I like the fact that the edit form is more distinctive, but I think the
black is a bit much. 

when you edit an action, the edit form is light-gray, like the context
header. I think this would accomplice the distinctiveness and matches
the style of other page elements.

(But I did get used to the black style after working with some time with
it.)
