In the end, I suddenly remembered Bingodisk. It's only $19 for a year (10GB storage) with unlimited bandwidth, so I just got an account. I've re-directed all the download links to the bingodisk storage, so the files are in:

http://bsag.bingodisk.com/public/files/

That should avert the crisis, and perhaps also have the nice side- effect of making the rest of the site more responsive. I'll also move the movies over when I get a chance.

When I checked the breakdown of the bandwidth, Tracks accounted for 6.5GB of the 7.3GB, and I'm pretty sure that a large proportion of that is the download.

I'll keep an eye on it.
