I'm using passenger for a long time. No problems here. 
I even saw some improvement over my mongrel setup. I have a pretty 
default passenger setup for httpd

Perhaps you have a very small timeout of the tracks worker that is spawned
by passenger? 
In that case you could have the startup cost of a tracks server very often?
You can check with the passenger status tools.

Hey, all-
I thought I'd try swapping mongrel out for passenger, just to simplify
my life a little bit (only one server config to maintain, etc.) and
because I suspect mongrel is the culprit for the memory leaks that
have been frequently killing my hosted server. But that combo
(passenger + tracks) is so slow that many tracks ajax-y operations
(notably drag and drop and autocomplete of dependencies) appear to
time out. Is it just me/my setup? or is passenger really that slow? Is
anyone else running this combo and have any suggestions?
