Not so simple to debug, because due to security reasons Tramp's traces
do *not* contain any password related entries.

What happens, if you apply in a command shell the command

  plink pinky -l mchoube  -ssh && exit || exit

Could you, please, show me the whole contents of that CMD shell,
especially the resulting prompt from your remote machine? I assume,
there won't be the password string.
