adb method needs forced tty allocation on Windows

With defaults adb didn't work on Windows, but did after adding 
"-tt" to login args at the end (it needs to be after the "shell" 
arg).

I don't know whether it is more in keeping with existing Tramp 
conventions to create something like an adbx method?
