There is nothing wrong with non-SDO OIDs in Internet-Drafts, certainly. But also: there is nothing wrong with the use of non-SDO OIDs in RFCs either. (For the reasons that others have stated, namely, that the assigning organization gives up control when the arc is assigned.)
