I haven't discussed this with Paul but my personal feeling is that this wouldn't belong in the trans working group for two reasons: 1) we are focused on specifying actual CT mechanisms, and 2) the people who would understand the broader implications of doing this typically have not been involved with trans. I'm not sure what the right forum would be but we can certainly raise it with websec and see how that goes.
