Your point is a good one. By now means am I recommending that a SNIP WG do
this. On the other hand, a "model" framework for such a HIPAA Supplemental
Guide could be developed. As Don Bechtel suggested, perhaps it could be a
major section in the TPA White Paper. I envision that this could be
something very similar to what was developed many years ago by the ASC X12
Educational Subcommittee - (not the Education Subcommittee of today - but
the early Educational Subcomittee.) A Guideline was actually published by
DISA on the X12 Model Trading Partner Implementation Manual Development
Guide. I'm a firm believer in not reinventing wheels and I bet that DISA
could find it in their archives.I just checked the DISA web site and it's
P-9104 EDI Implementation Reference Manual Guidelines - 1991 $36.00 $68.00 .

Some of the issues Rachel is describing seem to transcend HIPAA. It's hard
to know how much of this HAS to be written down vs. "nice to have" written
down. The financial commitment to produce something like this would
include the cost of keeping it up to date, and that would be a big,
expensive job. I'm assuming that emerging technologies like ebXML are
going to permit trading partner systems to auto-negotiate a lot of the
procedures that have to be specified in great technical detail and
custom-programmed now. Hopefully the need for ponderous EDI rule books
will be temporary. I agree with Rachel that we need to be careful that we
do not make ourselves standards-rich and cash-poor!
