Some additional information:
I just spoke with Kaye Riley, here in CMS, who is the focal point for the HCPCS. She
indicated that the descriptions in the HCPCS for the dental codes are referred to by
the ADA as "short descriptions." The ADA's "The Code" also contains those "short"
descriptions. But "The Code" also includes, for groupings of dental codes, a
paragraph that explains how to use the codes in that grouping. These paragraphs are
not now part of HCPCS and will not become part of HCPCS.

The comment "HCPCS will discontinue the "D" series codes" is incorrect.
According to the preamble in the Final Rule on Transactions and Code Sets,
the dental codes will be available from two sources: the ADA and HCPCS. See
below for the relevant quotes from the Final Rule.

Proposal: In HCPCS, the first digit ''0'' in the American Dental
Association's The Code on Dental Procedures and Nomenclature is replaced by
a ''D'' to eliminate confusion and overlap with certain CPT-4 codes. The
ADA has agreed to make this change an official part of the dental codes they
distribute and to replace their first digit ''0'' with a ''D.''
Consequently, dental codes will no longer be issued within HCPCS as of the
year 2000. The ADA will be the sole source of the authoritative version of
''The Code.''

Response: The ADA will change the leading ''0'' to a ''D'' as proposed.
Many organizations are already using the ''D'' Codes, which contains the
leading ''D,'' without difficulty, and we expect others to make this
transition without difficulty. Although we did not receive comments that
specifically addressed the removal of the dental codes from the HCPCS,
general comments about the desirability of more consolidated access to all
HIPAA code sets have led us to revise our position on the inclusion of ''The
Code'' in the HCPCS. Thus, the dental codes will be available from two
sources: the ADA, and through a licensing agreement between HCFA and the
ADA.

I had responded to your question about the dental codes, but I just received
a message that my note never went to the listserv. Apparently I am not on
the listserv, although I saw your question via the listserv! I'm trying to
get this situation straightened out.
In any event, here is my response to your question of about a week ago
relating to dental codes:
For years, HCPCS has included the dental codes, with permission of the ADA
to replace the first digit in the CDT with a "D." These were known as the
"D" series codes.
However, with HIPAA and the publication of the Final Rule on Standards for
Electronic Transactions and Code Sets, the ADA's CDT codes are to be used to
report dental services. HCPCS will discontinue the "D" series codes.
