It would be wise for you to confirm that your organization is not a health plan by 
asking the human resources department if they have opted to self-insure and delegate 
administrative processing to an insurance company or a TPA. If your organization is a 
"qualified health plan" because they self-insure then you have some risk for penalties 
if your claims processor is not capable of doing business electronically. You should 
be aware that some educational institutions such as yours have chosen to implement 
HIPAA compliant enrollment and premium payment now as a better business practice. I
