If there is data in a field that, in order to be in compliant with HIPAA, should be
empty, why should I bother to check anything else about the transaction. The
submitting party has sent me a transaction that is not compliant. Populating the
field is just as non compliant as using the field. To accept a non-compliant
transaction would, in turn, put me out of compliance.
I have seen the output of a couple of web based programs that check for HIPAA
compliance. They will reject (as non-compliant) transactions with information in
not-used fields the same as in fields having too many or too few characters. I based
my thought that a syntax edit would/should catch this on that information.
We plan on using a commercial "HIPAA Compliant" translator product in our shop. If
these products will not catch this, maybe I should be more concerned than I am
currently about HIPAA compliance with these products.
