The structure is (indented for clarity) like:

ISA
 GS
  ST
   other segments go here
  SE
  ST
   more segments go here
  SE
 GE
 GS
  ST
   a different transaction goes here
  SE
  ST
   you can repeat these many times
  SE
 GE
IEA

The transactions of the same kind are grouped in "functional groups"
wrapped by GS-GE and you can send multiple functional groups inside an
X12 "interchange" wrapped in ISA-IEA.
