Sandy,
You should not look
at the testing levels as separate entities. In order to produce HIPAA compliant
transactions you will need to validate or certify the entire file which must
conform to all the testing requirements. The six levels were broken out to
give more clarity to the types of testing, but you should look at testing as
whole instead of separate pieces. And of course your testing plans should only
cover your lines of business so some tests may not be
required.
