I think you'll find that most are of the opinion that you don't certify the
vendor and their system.
You certify how its implemented by an entity.
Just because the vendor can create a compliant transaction doesn't mean a
Payer for example, is going to use it in that way!

I'm in the process of creating a TCI software vendor readiness
questionnaire and one of my questions is if they are certified. But then it
occurred to me does the certification apply to the entity or the
application?
