Any state's prompt pay laws are disjoint from compliance with the HIPAA electronic transactions file rule and the transaction specifications.
 
The fact that Aetna was fined by the state of TX was in no way related to any provision of HIPAA.
 
Organizations must comply with both state and federal law....thus has it been and thus will it be.

I wouldn�t downplay the prompt pay laws.  Aetna recently payed the State of TX $1.15 million for violating the TX 45 day prompt pay law.
