So...it's common. This information exchange is not a claim, and therefore not a HIPAA transaction. States may continue requiring information they need for these purposes....they're not HIPAA transactions.

It is common for state agencies to collect extra information for audit or epidemiological reasons which may not be needed for the claim processing.  For HIPAA this may have to be spelled out a little clearer by state agencies.
