Lindsay is correct.  HIPAA lays out standards for each transaction but it does not specify when a transaction is to be used.  Ruth Tucci-Kaufhold of Unisys and myself are currently Co-chairing a WEDi/SNIP White Paper authoring group that is studying this issue.  We are involved in collecting information about today's billing practices, trying to get a feel for where there is concensus about billing practices (are all inpatient hospital claims billed on a UB-92/837I?) and where there is a lack of concensus (e.g., home health billing).  If anyone is interested in participating in the discussion we have a list serve that you can subscribe to on the SNIP list serve page.  We have a conference call today to review our preliminary survey results.
