We had this question recently in the routing and ID group.
In a nutshell:
There is no standard. You can use the same ID that you use in the ISA
header. You have to define the particulars with a trading partner agreement.
Page 40 of the 837p IG goes into a higher level of  detail and confusion.
The 1000 loop is about as helpful as an appendix. Since it does not exist in
the other X12N transactions, you have to solve routing and ID issues without
relying on any information in the 1000 loop.  That's why lots of people just
use the same as the ISA IDs.
Routing of healthcare EDI has not been solved yet.  That's why you have to
determine these issues through trading partner agreements.

In the Header Info NM1 1000B- receiver name, what is the NM109
Identification Code referring to?  Would it be the same as the Submitter ID?
We currently use the NSF format, however the fields that are mapped to this
element  in particular (AA0-17.0, ZA0-04.0) are not required and not
currently
submitted by us.
