We are in the process of developing error reporting procedures with payers
regarding the transmission of 834's.   In a scheduled change file scenario
in the proprietary interface world, it is a fairly standard practice to
send an empty file including a header and trailer (with a record count) to
confirm that the senders extraction procedures were successful and that
there were simply no changes to report.   This eliminates the need for the
payer to pick up the phone, or send an email, to inquire with the sender
regarding the status of an expected file simply because their were no
changes to report that period.

Is there a particular guideline to be used with the 834 or HIPAA in
general?   Should a normal transmission be sent with an empty ST/SE
transaction set without any segments between?  Thus the value in SE01 -
Number of Segments would be 2 including the ST/SE.
