I'm sorry...
I should have clarified that I was talking about HIPAA, which mandates that
non-medical codes are to be validated against the transaction creation date.
If I understand your reply, I would think the lists of codes you display on
your site need an update.
I'd gladly change my current way of thinking and just check a list of the
(004010) codes with no dates, but based on how they have been represented on
your site, under "HIPAA, Code Lists", my assumption was that there have been
and will be updates which include a date for the code change.
Please validate that what you said before is valid as I'm still a little
confused about not including a date.
 
Here's an example:
Per the DISA site (Thanks to Cathy Sheppard for the hint), version 3070 was
effective 1/1/97.
The entry on the WPC site for Code 'X0' under Health Care Claim Status
Category Codes has a note that states,"Inactive for 003070, since 2/98.".
Was the 'X0' code unavailable for use on 1/1/97 or 2/1/98?
 
Another example:
Code 'A5' reads, "New as of 2/02"
If I were to purchase the 841 file you mention, would 'A5' appear in the
004010 list?
 
In case any body else is going down this path as I see it, those dates for
cancellation on the DISA site are (Near as I can tell):
1/1/97 for version 3070
1/1/95 for version 3050
1/1/94 for version 3040

When one of the codes is marked inactive for a specific version, it
indicates that you cannot use that code for that version of the standard
going forward, the date of the transaction is irrelevant. If you think of
the code being deleted for a transaction the identified version of the
standard, any transaction using the identified version or a later version
would not be able to use/recognize that code. 
 
To simplify things a little further for you, if all you are doing is version
004010 transactions, any code that has been identified as inactive for a
version earlier than 004010 cannot be used.
 
WPC has made available all of the code lists it hosts in an 841 transaction.
For the code sets that have version specific codes (active or inactive)
there are seperate transaction files for each version of the standard.  For
the 004010 transactions, you would load all of the 004010 code tables and no
other and only active codes are in the 004010 code table.

Been there.  Done that.
What I'm looking to do is read an array for these codes and check their
validity for a given transaction creation date using the [CODE],
[EFFECTIVE_DATE] and [CANCELLATION_DATE] values in the array.
My problem is that I have no specific date for the entries I inquired about
previously.
I could rephrase my question as follows:
On which dates were the following versions released for use;
version 3040?
version 3050?
version 3070?
I know I could just assign a reasonable cancellation date of my own choosing
to force the desired outcome, but If I can find the "correct" date, I'll
sleep better.

    Let us suppose that a claim status inquiry is received next day after
    the change takes effect for a claim date = today - 2 weeks. We are
    planning to use code 107 and to ignore the claim date.
