Remember that these guides are Industry Guides that were adopted for use under HIPAA 
Administrative Simplification by DHHS. They are not HIPAA specific guides. In 
particular, the 820 transaction set is used by many industries for payments and 
remittance advices. Hence the authors of the Premium Payment implementation guide for 
the 820 had to take in account the needs of other insurance entities besides health 
care.
 
The 820 guide specifies the use of a particular code under HIPAA. The remaining codes, 
which by inference are excluded under HIPAA, remain in the IG for use by those 
non-HIPAA covered entities that wish to use the IG.
