Yep.  I can't see why the PER was cut down from X12 at all but given that
someone wanted it that way it is really odd that it was done differently by
transaction.  You may also want to note that the PER on the 276 is on the
Payer loop rather than the information receiver.

The PER segment with contact information has several manifestations
within the HIPAA required transactionsets.
 
In the 837, 834, 278,  270 and 271, I can have Email, Phone, and Fax in
each of the Elements 4,6 and 8. Extension in 6 and 8. They way it should
be.
 
In the 835 I can have Email and Phone in Element PER-03 and PER-05, so I
don't have to choose between the two. Less flexible then the first
group, but functional.
 
In the 276/277, I have to make a choice to either transmit the phone or
the email address, because those qualifiers, EM and TE, are only valid
in Element PER-03.
This is an issue that should be addressed. This is an unnecessary
restriction.
