No, if a transaction is not conducted, there is no basis for
implementing it as a standard transaction. {45 CFR 162.923 (a)} plus
{preamble page 50338, second column, response to comment vii.}
However, it might make sense / be nice to have your translator accept
such transactions if received and send a simple (997?) message back
indicating that such business functions are not processed.
