It does not specify the way data is stored, only the way data is marked up in a document. XML is a derivative of SGML, which originated to support the printing and graphics industries as those industries moved from hand-set type, hot metal linotype, and manual proofreading to automation. Before SGML editors used specialized mark-up to provide instructions to the typesetters. (In another life I was a professional proofreader at a printing company.) 2. Documents that are covered by the HIPAA Electronic Transaction Final Rule CANNOT be exchanged between the various entities set forth in the rule in an XML-based format. The information must be exchanged in accordance with the HIPAA Implementation Guides, including the format and data content. The format is the ASC X12 Standards. 3. Both XML and the EDI standards are rules used to structure data. Each (XML and ASC X12) has its own set of rules. 4. Embedding X12 segment ids/tags, data element numbers, etc. in an XML document adds no technical or business value. 5. Any data can be stored internally by any entity in any format using whatever technologies or techniques it wishes. XML is a protocol which commands the way the data is stored. EDI ANSI X12 is a standard - it can be written in XML or any other format. HIPAA is technology - neutral (whether it is XML or any other format doesn't really matter) Some of the popular EDI translators like Microsoft's Biztalk use XML to save the X12 schemas internally. It does not necessarily mean that these schemas are not EDI ANSI X12 files. It is possible that the translator transmits the XML files which are following the X12 standard. One can develop the 278(or any other HIPAA transaction) in XML. Similarly, you can create non-HIPAA formats like UB-92 in XML. XML is just a medium of communication, with the base standards set by EDI ANSI X12 (in case of HIPAA).
