First off, screw Windows. There are boatloads of (commercial and free) transcoders for Windows, but transcode is one of the few that actually targets free platforms such as Linux, FreeBSD, et al. Second, not to burst your Tcl bubble or anything, but there already is such a GUI extant. It's called dvd::rip (http://www.exit1.org/dvdrip/) and while it needs to be brought up to more modern standards, it was pretty much written around transcode.
