You only lose quality when you have virtualdub in full processing mode. In that mode virtualdub does recompress the file. If you use virtualdub in direct stream copy then it's nothing more than a video editor.
I haven't tried PCM format but I have exported it to a wav file and used virtualdub to encode it that way. The result was not what I desired. The audio and video was a devil to keep in sync.
