I'm pretty sure there is no existing for it in transcode. But mencoder
came to my mind, you could make use of MPlayer's edl feature[1] to skip
unnecessary parts. Probably mencoder will honor these files too.

Glad I asked. that is a step in the right direction.
Now I need some nifty way of creating that file that ties into someone watching
it. kinda like the 7 second delay that gives censors time to whack something.
