Thanks for the input.  It would certainly be useful to have a standard
(and supported!) way to specify PAR, though my own experience with...
shall we say, less enlightened users (: has been mixed.  Granted, this
is not recent experience, so even Microsoft may have improved in the
meantime.

This may be a limitation of MPEG-2; IIRC, you can only specify the DAR,
and you're limited to predefined values (1:1, 4:3, 16:9, 2.21:1).
