Ok, I have googled somewhat and found the CLI tool again, take a
look at:

as your e-mail ends in .de (=PAL), it should work:

m2vmp2cut is frame accurate (currently PAL) mpeg2 video (m2v file)
with accompanied mp2 audio (mp2 file) cutter.

Frame accuracy is achieved by re-encoding video around cutpoints.

Dunno what will happen using ac3, though, and I am really
disappointed to hear that avidemux didn't implement such cutting, as
it is normaly reported as the Swiss army knife for cutting. In spite
I am no GUI fan, I have to agree that GUI makes some sense for
cutting video matrial ;).

No, it isn't. However, these Chinese "I eat all players" will
probably handle it. OTOH mplex is normaly known to be somewhat
nitpicking and should give at least a warning when muxing a mp3
stream into the video using -f 8, but I myself never tried.
