Ripping = coppying (1:1) 

Where did you get those _video_ DVDs that where offering sound in 24
bit?

I am not audio expert, but:

In spite it is generally allowed to use 24bit PCM (AFAIK: makes only
sense at 96 kHz) IMHO noone will use it, as the video-stream quality
will have to be reduced a lot when bloating the sound to such quality
level.

As I doubt those MS tools have found a solution for the rudimental
problem of increasing quality by making 1:1 copies, they probably
just want to take care that the free space on your HD is used more
regularly ;).
