Well, since even high-action can be preserved at 1200 kbps using 2-pass, you must be doing something dramatically wrong. A "talk" can be preserved perfectly at 600 kpbs, which would give you more than 2 hours per Gb. What encoding parameters are you using? What is the quality of your source? Can you provide a screenshot?
