Confused by this statement - why don't you have:

function getLookupData()
{
  if(NOT lookupDataReady)
  {
     buildLookupData();
  }
  return lookupData;
}

and if you ever only go to get - getLookupData(), noone will ever be the
wiser.

(Add appropriate locking as necessary).
