The word "valorise" in French means "to increase the value of" something, and it's probably something very similar in Italian and Dutch.
Thus, if they were talking about "how to valorise the time spent by all Wikitionarians", they mean "how to make the time spent by all Wiktionarians as valuable as possible" or "how to get the most out of the time spent by all Wiktionarians".
