Go to audacity for you language.  If you have admin tights click on
Admin link.  You should now see a list of users and their rights.  There
are two generci users: 'default' and 'nobody'.  User 'nobody' holds the
generic rights for someone not logged in.  You can set that to either
'Suggest' - people can make suggestions that must later be approved by a
translator or 'Translate' people can translate and change anything.
Risky as spammers can make changes.
