That seems clear to me.

As long as we can input comments, and search by them, we don't need  
fuzzy marks remaining when we have translated a string.

The comments give you more flexibility: you can come back to strings  
you'd like to refine, without compromising a working translation.

For example:

po:2
auto:   ⑤       Tag: title
Clytie Siddall: ⑥       Re-visit this item / Xem lại mục này
Original:       ⌘0      Booting the Installation System
Việt:          Khởi động hệ thống cài đặt

It's a good working translation, so the file can be used. But I might  
want to refine it in the future, for example if the gradually- 
evolving technical vocabulary of my language changes (a continual  
process!). The comment makes it easy for me to find these strings. I  
simply search by that phrase.

For reviews, it would be handy to be able simply to pass to the next  
page of strings, if you don't need to edit anything on the current  
page. Currently (unless I'm missing something), you need to edit one  
of the strings to change the page, optimally the last string.

I found that particularly annoying while I was reviewing my  
translation of the Pootle interface, because at that stage I couldn't  
cause any more than 7 strings to be displayed, so had constantly to  
be "editing" strings simply to move to the next group of 7. If we  
have the number of strings displayed behaving properly, the next page  
(an arrow?) feature would be useful.
