These two together is good.  Having simply a storage layer would allow
Pootle's to talk to each other and also allow remote GUI editors to talk
to Pootle Server.

Yes this is probably the reason that people says Pootle has performance
problems.  Since we do indexing at startup.  A simple tool that can
update stats data in the background without blocking is good.
