Stan, you need access permission.

This means either:

1. asking the existing admin for Romanian OpenOffice.org to add you to the project

2. asking the Pootle admins to add the Romanian OpenOffice.org project, if it doesn't exist yet, and to empower you as admin for it

Just ask, here, and you can get started.

I am sure this is explained in the Pootle docs.
