Well, it is a sort of a feature. Both modes have a maximum. You just haven't hit the maximum for view mode yet (it is 100). The maximum for edit mode is 20. I guess it was a way to ensure that the required screen space stays reasonable. Do other people also find this behaviour (or the specific values) a problem?
