Yes, html2po can still very much be improved.
I've recently made a few small improvements in trunk to remove 
unnecessary units etc.
You can try the version in trunk if you wish.

You probably need to supply the original html to po2html as the templates:
po2html -t originalhtmldir -i podir -o translatedhtmldir
