If you are using the packaged (debian/ubuntu) version, I think there is a user called "pootle" and you might want to simply ensure that /etc/pootle/* and /var/lib/pootle/* belongs to the pootle user as these files are updated by the pootle server. If you are running from our .tar.bz2 files, the user depends on the way you run it, so it might be your own account.
