There is a lot to be said about the whole topic of TM in Pootle. The
current TM feature is limited in the way it works. It is currently
documented here:
http://translate.sourceforge.net/wiki/pootle/updatetm

It requires intervention from the server administrator, unfortunately.

About the whole idea of TM, I am glad to say that the topic will be
addressed to some extent by the Google Summer of Code project by Julen.
I guess his project probably won't cover this usage scenario that
started the thread, but will put us on the correct road.

Furthermore we are working with Felipe from Debian - he is doing a
university project about that is intended to become a proper TM
implementation for something like Pootle.

I will let them elaborate more on their specific projects.
