Friedel can correct me if I'm wrong...

Pootle extends the merging functionality to do the above.  Actually
there are two areas of this 1) uploads, 2) version control updates.

There are some patches to move this from Pootle into the Toolkit.  The
main advantage of that being that we can then run functionality for the
above from a command line tool.  This was not implemented in 1.2 as it
was invasive and late in the stabilisation of 1.2

Expect to see it in the next release.
