So if you can make certain languages unavailable on Rosetta, and make other languages suggestion-only on Pootle, that would be the best solution. As far as I know, the way to get a PO file from Rosetta involves submitting a web-based request and then waiting for an e-mail a few hours later that contains either the PO file itself or a temporary download location of it (can't quite remember which).
