the umask should work, but you might need to fix permissions for
existing files first.

you'd be better off running Pootle under apache, unfortunately the
debian/ubuntu package does not integrate with apache automatically. so
you'll have to do it yourself follow instructions on
http://translate.sourceforge.net/wiki/pootle/apache
