What do I do if I can't successfully register on the Forum?

This may seem trite but on the basis of analysing the first 100 or so "hanging"
authorisations, two reasons for non-delivery stand out:

You have some form of anti-spam filter which is preventing some inbound
email arriving. In this case you need to set up your filters to trust inbound
messages from our mail domains allow oucy.org or user.services.openoffice.org.
Sorry, but in general we don't have time to go to verification
sites, etc. especially in the case of ones such as www.bluebottle.com where
they ask you to provide full name of the recipient (which we don't know).
I had a recent case where I picked up an Non-delivery from Kvalley.com to our
notification account. I thought that I'd do the guy a favour so I send a
request to Kvalley and CCed the guy from my own OpenOffice.org account, which
also got bounced. So I then tried from another account on my personal
domain, which also got bounced. On this one I got a URL entitled Kvalley
Blacklist Removal Request" where I had to fill in a form to request to have my
black-listing removed. Gee thanks. At this point I gave up. So if you have a
Kvalley.com email addresss and wonder why you never get email, well
now you know why.

black-listing から取り除いてもらう為のフォームの "Kvalley Blacklist Removal Request" というタイトルの URL
を受け取ったのです。全く！この時点で諦めました。もし、あなたが Kvalley.com
のメールアドレスをお持ちなら、これでどうしてメールが来ないかお分かりでしょう。

In both cases, the simplest recourse is to email our contact address with a
polite request to activate your account. Please give us your user ID and email
from the email address that you want to use as your response. If your email
seems a genuine request then we will activate the account within
24 hrs, but note that if your email system throws away the alerts that you
have asked for then there is nothing we can do to help here.

What happens if I don't activate my account? The activation confirmation is
sent immediately by the forum. Under normal circumstances it should arrive at
your inbox and enable you to activate your account within minutes. We will send
you an activation reminder after 3 days. In the case of new
accounts we delete inactivated ones after a week. This may seem harsh, but
this unlocks the username and mailbox for reuse.

I can't see the Captcha code or some of the action bullets don't work
It may be that your have a visual impairment, though at the moment we are also
finding some Firefox users have configurations setup issues (not displaying PNG
images; viewing without CSS enabled). We are tracking down the latter, but
again a polite email to our contact mailbox will trigger manual
activation.

produces resulting in the removal of dynamically generated images such as the
Captcha text image. If you are having such problems then you may
wish to [temporarily] turn off such optimisers.

Google Web Accelerator のようなキャッシングや
ダウンロードアクセラレーターの中には、不正にフォーラムのHTMLストリームを最適化し、同時にCaptcha text image
のようなイメージを産むという結果を招いているものがあるのが見つかりました。（平野さん、もうここでもうだめです。なんのことかさっぱり！！）
もし、あなたがそのような問題があるなら、その最適化ツール（オプティマイザー）を（一時的に）消した方が良いかもしれません。
