In most cases (I have seen), the splitter is a part of the terminal itself.
ETSI TR 101 728 contains information about European requirements for
splitters. Check it out.

Hello treger's,
Does anyone knows if the splitter which is part of a ADSL modem for G.DMT or
full ADSL require telecom approval ?
or is it part of the whole ADSL  modem.
Regarding the ADSL regulatory tests as in G.996.1 it appears no specific
electrical tests due to the splitter itself.
