Jon, My company also makes telecom equipment for the UK, and we are required to run a similar test. (See BABT 340, Table 1, item 3.) However, we are NOT required to lift the ac mains safety ground connection before running the test. In fact, I fail to see the logic in doing so, unless the test might damage your power supply.
